Massachusetts's State Health Insurance Assistance Program provides trained volunteer counselors who offer unbiased assistance with Medicare questions and health insurance decisions.

SHINE (Serving the Health Information Needs of Everyone) is Massachusetts's SHIP program, providing free, objective counseling to help Medicare beneficiaries understand their coverage options and make informed healthcare decisions. SHINE is administered by the Massachusetts Executive Office of Elder Affairs and operates through a statewide network of volunteer counselors located at senior centers, Aging Services Access Points (ASAPs), councils on aging, and other community locations throughout all Massachusetts counties. SHINE counselors assist with understanding Medicare Parts A, B, C, and D, comparing Medicare Advantage and Medicare Supplement plans, evaluating prescription drug coverage, applying for Extra Help and Medicare Savings Programs, and understanding how Medicare coordinates with MassHealth for dually eligible individuals. SHINE counselors can also help with appeals and grievances, billing issues, and transitioning to Medicare from employer coverage. Services are available year-round, with expanded outreach during the Medicare Annual Enrollment Period.
