The California Department of Aging leads state efforts to provide services and support to older adults, adults with disabilities, and their caregivers throughout the state.The California Department of Aging (CDA) administers federal and state funding to support a statewide system of programs serving older adults and adults with disabilities. Working through a network of 33 Area Agencies on Aging, the CDA funds services including in-home support, nutrition programs, caregiver resources, and transportation. The Department also oversees HICAP Medicare counseling and connects Californians to Medi-Cal services and other assistance programs. As California's senior population continues to grow, the Department plays a central role in planning and delivering services statewide.

HICAP is California's free Medicare counseling and advocacy program, providing objective information and assistance to beneficiaries through trained volunteer counselors across all 58 counties.

The Health Insurance Counseling and Advocacy Program (HICAP) is California's SHIP, part of the national network offering free, unbiased Medicare counseling and advocacy to beneficiaries statewide. Administered by the California Department of Aging, HICAP's trained volunteer counselors help California residents understand Medicare Parts A, B, C, and D; compare supplemental coverage options; apply for Extra Help and other assistance programs; and navigate Medicare appeals and billing disputes. HICAP also provides advocacy support when Medicare rights are threatened or benefits are denied.
