SHIBA is Washington State's free health insurance counseling program, offering objective Medicare guidance through volunteer advisors statewide under the Office of the Insurance Commissioner.

The Statewide Health Insurance Benefits Advisors (SHIBA) program is Washington State's SHIP, operated by the Office of the Insurance Commissioner. SHIBA provides free, unbiased, and confidential Medicare counseling through trained volunteer advisors across the state. Volunteers help Washington residents understand their Medicare rights and coverage options; evaluate and compare health insurance plans; identify programs that may help with costs; and report Medicare fraud. SHIBA does not sell insurance and volunteers receive no compensation for their work.
